The Political Reform Act 

In the aftermath of the Watergate scandal, California was the first state to pass a comprehensive political reform package. Proposition 9, known today as The Political Reform Act (Act), was passed as a ballot measure by California voters in the June 1974 election.

The Act prohibits a public official from using their official position to influence a governmental decision in which they have a financial interest. Every local agency must adopt a conflict of interest code that identifies all officials and employees within the agency who make governmental decisions based on the positions they hold. The individuals in the designated positions must disclose their financial interests as specified in the agency’s conflict of interest code.

The Act is updated annually to reflect statutory changes enacted by the Legislature or by voters through the initiative process. Additionally, to ensure conflict of interest codes remain current and accurate, each local agency is required to review its code at least every even-numbered year.

Fair Political Practices Commission (FPPC) 

When voters passed the Act they simultaneously created the FPPC to administer and enforce the landmark ethics law, as well as inform and assist public officials, employees and candidates to comply with its provisions. Specifically, the Act gives the FPPC authority to adopt, amend and rescind rules and regulations to carry out the purposes of the Act. In addition to interpreting and enforcing the Act, the FPPC focuses on providing current information and useful assistance to encourage compliance.

Statement of Economic Interests (SEI) and Campaign Disclosure Forms

The Political Reform Act (Gov. Code sections 81000-91014) requires most state and local government officials and employees to publicly disclose their personal assets and income, which is disclosed on a Statement of Economic Interest, or commonly known as the Form 700. They also must disqualify themselves from participating in decisions which may affect their personal economic interests.

The Act requires candidates and committees to file campaign statements and reports so that voters are fully informed about contributions received and expenditures made in elections. Candidates and committees use campaign forms to report this activity.

Statements of Economic Interests (Form 700s) and Campaign Disclosure forms are public documents. Any member of the public may inspect and copy any statement. Forms must be available as soon as possible during the agency's regular business hours, but in any event not later than the second business day after the statement is received.

Who Must File 

Code Filers: Local Officials, Employees, Candidates, and Consultants Designated in a Conflict of Interest Code.

87200 Filers: Officials and Candidates specified in Gov. Code Section 87200.

In accordance with AB 1170, as of January 1, 2025, all 87200 filers must file directly with the FPPC. Statements may be accessed through the FPPC's Form 700 Search webpage

Campaign Contribution and Expenditure Disclosure Electronic Filing System Public Access Portal

To research campaign contributions and expenditures, review campaign statements filed by candidates, and examine a committee‘s filing history, use the Campaign Electronic Filing System Public Access Portal. Any statements not found online and in possession of the City may be requested by submitting a public records request online. To view assuming, leaving, and annual Statements of Economic Interests (Form 700s) of all those who file pursuant to the City's Conflict of Interest Code, please visit the SEI (Form 700) Public Access Portal. Any statements not found online and in possession of the City may be requested by submitting a public records request online. NetFile Filer Access Portal

The NetFile Filer Access Portal is a web-based, data entry filing system that allows filers to submit their Statement of Economic Interests (Form 700) and campaign disclosure reports mandated by the Fair Political Practices Commission (FPPC) and the City, to the Electronic Filing System free of charge.
