Contractors, businesses, and residents in Culver City can easily dispose of debris and construction or demolition waste by contacting the City.

To procure the proper equipment, call the City to arrange for disposal services. We’re here to assist you in responsibly managing your waste and ensuring it is handled in accordance with environmental regulations.

Construction and Demolition (C&D) Debris Recycling

  • C&D recycling helps reduce landfill waste and is required by CalGreen and the Culver City Municipal Code 15.02.1140. Projects within Culver City must recycle at least 75% of construction debris.
  • All building and demolition permit holders must comply with these regulations and use Green Halo (a free City-provided tool) to submit waste receipts and track diversion.
  • To avoid contamination and ensure compliance, the City strongly recommends renting a separate trash bin for non-C&D waste.
  • As of January 13, 2025, a monthly C&D Administration Fee was adopted by City Council. View the Fee Schedule for details.

Green Halo

Green Halo is the 3rd party website the City utilizes to track waste tickets and diversion. It is complimentary to the user. Below are “How To” guides to assist in navigating the website. C&D waste plans, waste tickets, and finals are reviewed and approved in the order received. Depending on the workload and the project, the typical turn around time is three business days. Please note that City Hall is closed on alternating Fridays and holidays, these days are excluded from the business day calculation.

How to Create an Account

  1. Fill out the project information that is required: You will need to fill out project name, street address, permit number, project type, building type, start date, end date, project value, square footage, and a description of the project.
  2. Provide the estimated quantities for your construction and demolition project in the Waste Management Plan (WMP): If you plan to use one bin for all materials, choose “Mixed C&D” which is 75%. If you are seeking higher diversion rates, each material needs to be separated on site and estimated tonnages should be provided in the WMP.
  3. Select “Exclusive Franchise Agreement” to acknowledge that Culver City Refuse will be your hauler.
  4. Select “Culver City Refuse and Recycling Services” as your facility.
  5. Submit your project: Press the green “Submit for Approval” button or your project will be stuck in “Pending” status and the C&D team will not be able to approve.

How to Submit a Waste Ticket

  1. Once a project is Approved, click the “Approved” tab and the “Project Status and Overview” will show 1 next to the “Active and Approved Waste Management Plans”. If the project is “In Progress”, please submit the C&D Waste Management Plan.
  2. Scroll down below the map to find your project. Under the project details, click “Add Tickets” button.
  3. Fill out the Single Ticket Entry Form. All details needed for this form can be found on the “Refuse Service Invoice” received from the Recycling Facility. You must enter: the type of material, facility used (Culver City Refuse and Recycling Services), hauled by (Culver City Refuse and Recycling Services), ticket number (invoice number), upload image of the invoice, ticket date, weight of debris (usually in tons). If you have more than one material type, you must enter a “Single Ticket Entry Form” for each material. Select 100% for each entry. If there are multiple materials on one invoice add “.#” to the end of the ticket number for each subsequent entry originating from the same invoice.

    Ex: Ticket #: 1234.1 Concrete 5 tons 100%
    Ex: Ticket #: 1234.2 Mixed C&D 3 tons 100%
    Please note: there is an option to enter multiple tickets at the same time but is outside of complimentary account access. You may purchase this ability.
  4. On the project details section, you will see the number of tickets submitted under the project.

Submit Tickets for Final

When all tickets from the project are added, click the “Submit for Final” button to initiate the final review process.

  1. Under the “Project Status and Overview” click on the “Active and Approved Waste Management Plans”.
  2. Click on the Green Halo Tracking number under the project map.
  3. Under the "Project Communications Center" page, the button for "Submit for Final" is on the far right, above the status timeline.
  4. Prior to submitting, you will see your diversion rate for the entirety of the project. If the rate is below the required 75%, give an explanation as to why the required diversion rate was not met.
 

 

Container, Bin & Roll Off Rentals

Culver City provides the following Container, Bin, and Construction and Demolition Roll-Off Rental options to assist contractors, businesses or residents to dispose of excess debris and/or construction and demolition debris.

This is a franchised service. Therefore, container drop off, delivery, and service is through Culver City’s Public Works Environmental Programs and Operations Division. No other hauler may provide Service in Culver City.

This service falls under the City’s exclusive franchise agreement. As such, all container deliveries, pickups, and related services must be coordinated through Culver City’s Public Works Environmental Programs and Operations Division. Outside haulers are not permitted to operate within city limits.

How to Rent

  1. Will the dumpster need to be on the street?
    If a roll-off container will be placed in the street, a Dumpster Street-Use Permit issued by Engineering, is required prior to delivery.
  2. Order Roll-Off Dumpster or Bin Call the customer service department at (310) 253-6400 from 7a to 3p, Monday through Friday.
  3. Bin Delivery
    If bin is available, delivery is usually within one to three working days.
   

Container Rates

The following Current and Proposed Residential and Commercial Refuse Rates were approved on August 9, 2021, by City Council.

Small Clean Up Jobs

  • The City offers 2 & 3 cubic yard bins.
  • These bins are primarily used for household waste or yard waste.
  • The container must be placed on the property and rolled to the street when necessary.

For Larger Clean Up or Construction Projects

  • The City offers 8, 10, and 40 cubic yard roll off containers.
  • Special 8 & 10 cubic yard lowboy containers are only available for dirt, concrete or asphalt collection.
