City Council Subcommittee Recommendations & Community Feedback
To reduce pollution, protect public health, and advance Culver City’s climate and sustainability goals, the Sustainability Subcommittee of the City Council is recommending new restrictions on five commonly used items. These recommendations follow extensive research and public engagement through online and in-person surveys.

These recommendations follow extensive research and public engagement through online and in-person surveys.
Balloons
- Ban the use of balloons in public spaces, regardless of material or fill.
- Ban the release of balloons citywide.
- Require tethers and prohibit fill lighter than oxygen.
- Provide support to businesses that earn 50% or more of revenue from balloon sales to help them transition to sustainable options.
Single-Use Plastic Beverage Bottles
- Expand the City’s existing ban to prohibit all single-use plastic beverage bottles at City facilities and events (not just water bottles).
- Introduce a fee on plastic beverage bottles to help fund local climate initiatives.
Astroturf
Ban the sale and use of artificial turf (Astroturf) on all property types in Culver City.
Plastic Carry-Out Bags
Ban the sale and distribution of all plastic carry-out bags citywide. (Note: A focus group for restaurant-related policies is in development.)
Outdoor Smoking
Ban outdoor smoking in all public areas except for designated smoking zones with proper disposal receptacles.
Community Feedback
Between August and September 2024, 1,068 people shared their input through online and in-person surveys—905 were residents and 163 were business owners or representatives.
Residents
- Plastic Bottles: 93% of residents currently buy single-use plastic bottles; nearly half say they’d shop elsewhere if banned.
- Plastic Bags: 87% still receive plastic bags, but most bring reusable bags regularly and support a citywide shift.
- Balloons: Many support a ban due to environmental harm, while others voiced concern over losing a cherished part of celebrations.
- Smoking: Health, litter, and public enjoyment were key reasons for supporting a ban on outdoor smoking.
- Astroturf: Divided opinions—some residents cite environmental risks, while others appreciate turf’s water-saving benefits.
Businesses
- Many expressed concern about cost increases, lack of alternatives, and the potential loss of customers.
- Others were open to change—especially if given time and support to transition.
