City Council Calls Election for Two Council Members & One Ballot Measure Related to Voting Age, Receives Updates on Key Performance Indicator Framework, Civic Assembly
Calls the General Municipal Election for November 3, 2026
The City Council adopted a resolution to fill two Council Members to four-year terms and to place a proposed Charter Amendment on the ballot that would lower the voting age to 16 for City and School District elections.
The Council also adopted a resolution requesting the Los Angeles County Board of Supervisors to consolidate the municipal election with the statewide general election. The Council voted to authorize submission of primary ballot arguments and appointed an ad hoc subcommittee to draft those arguments; the Council also adopted a resolution approving rebuttal arguments.
The resolutions calling and consolidating the General Municipal Election were approved unanimously. The ballot measure for lowering the voting age to 16 was approved with Mayor Freddy Puza, Vice Mayor Bubba Fish, and Council Member Yasmine-Imani McMorrin voting in favor. Council Members Albert Vera and Dan O’Brien voted against.
Bond Sale Completed Below Projected Interest Rate — $42.7 Million Issued
The City Council received an update for the Culver City Public Finance Authority bond sale.
The City received a AA minus rating from Standard & Poor's, and the final interest rate came in at approximately 5.35%, lower than the projected 5.5% presented to Council on June 8. The final issuance was $42.7 million, slightly less than the anticipated $43 million, and funded all approved budget items while also lowering issuance costs.
City Council Receives Interim Update on Civic Assembly
The Center for New Democratic Processes (CNDP), along with resident participants, presented an interim update on Culver City's first-ever Civic Assembly. Thirty randomly selected, demographically representative residents met May 14–16 to learn about the City budget and develop ideas for increasing public participation in the budget process. The second Assembly will convene July 16–18 to finalize its recommendations.
Several participants shared that the experience deepened their understanding of the budget process, connected them with fellow residents, and inspired greater civic engagement. Council Members discussed the importance of sustaining the Assembly's momentum, ensuring the process reaches residents who do not traditionally participate in public meetings.
City Key Performance Indicator Framework Presented
The Council received a presentation on the City's new Key Performance Indicator (KPI) framework and Performance and Transparency System. This system is designed to make City operations measurable and publicly accountable.
Council discussion touched on the importance of connecting performance measures to community priorities, refining KPIs to be meaningful and actionable, and making the system accessible to the public.

Additional Council Decisions
Additional items approved by the City Council include:
- Approved cash disbursements from May 30, 2026 – June 12, 2026.
- Approved the minutes of the regular City Council meeting held on June 8, 2026, with a correction noting the omission of a motion for PH-1 regarding the Culver City Council and Public Finance Authority Lease Revenue Bond.
- Approved the continuation of certain components of the Motel Master Leasing and Nutrition Program for FY 2026-2027, including amendments to occupancy agreements with Deeros LLC and Culver City Hospitality.
- Approved an amendment to existing professional services agreement with Exodus Recovery Inc. as lead supportive service provider, operator and property manager of Project Homekey.
- Approved an amendment to existing professional services agreement with Urban Alchemy in an amount not-to-exceed $2,583,431 for Fiscal Year 2026-2027 to remain the lead operator and service provider of Wellness Village.
- Adopted a resolution to include Bristol Parkway from Centinela Avenue and Slauson Avenue on the list of projects to be funded by the 2017 Road Repair and Rehabilitation Act’s Road Maintenance and Rehabilitation Account for Fiscal Year 2026-2027.
- Approved a general services agreement with Vortex Services LLC. for the construction of Lenawee Avenue Storm Drain Trenchless Rehabilitation Project
in an amount not-to-exceed $533,878.
- Adopted a resolution approving Culver City’s participation in the Los Angeles Urban County Community Development Block Grant program for the period commencing July 1, 2027 and ending June 30, 2030.
- Adopted an ordinance incorporating clarifying amendments in Culver City Municipal Code subchapters related to solid waste management.
- Approved an amendment to the general services agreement with Western Office, Inc. Western O to provide workstation furniture and installation services in an amount not-to-exceed $125,000, resulting in an aggregate contract amount not-to-exceed $283,000.
- Awarded a construction contract to CJ Concrete Construction, Inc. as the lowest responsive and responsible bidder, in the amount of $289,366 for the Sidewalk, Curb Ramp, and Driveway Approach Improvement Project.
- Awarded special event grants in the aggregate amount of $259,000 for Fiscal Year 2026-2027 and designate such events as City-sponsored, as recommended by the Special Events Grant Program City Council Ad Hoc Subcommittee.
- Approved a general services agreement with G.T. Michelli Co. LLC. for Culver City Transfer Station Axle Scale System Replacement in an amount not-to-exceed $310,000.
- Adopted a resolution commemorating the 250th Anniversary of the founding of the United States of America.
- Adopted a resolution authorizing the City of Culver City to join Public Innovation, Solutions, and Management for the City’s general and excess municipal liability insurance coverage effective Fiscal Year 2026-2027.
- Approved the recommended Fiscal Year 2026-2027 Insurance Policy Renewals, through Alliant Insurance Services, with a premium of approximately $4,481,291,
plus taxes and fees for a one-year period beginning on July 1, 2026, and ending June 30, 2027.
- Adopted a resolution confirming and levying the assessment for the Higuera Street Landscape and Lighting Assessment District for Fiscal Year 2026-2027.
- Adopted a resolution confirming and levying the assessment for the Landscape Maintenance Assessment District No.1 for Fiscal Year 2026-2027.
- Adopted a resolution approving the annual assessment levy for Benefit Assessment District West Washington No. 1 for Fiscal Year 2026-2027.
- Adopted a resolution approving the annual assessment levy for Benefit Assessment District West Washington No. 2 for Fiscal Year 2026-2027.
- Adopted a resolution approving the annual assessment levy for Benefit Assessment District West Washington No. 3 for Fiscal Year 2026-2027.
- Introduced an ordinance approving City-initiated Zoning Code Amendment P2026-0115-ZCA, amending various sections of Title 17.
