Drive-Through Ban Urgency Ordinance Extending Moratorium

The City Council is pleased to invite your participation in a Public Hearing for the following:

WHO:       City of Culver City Current Planning Division

WHAT:     Interim Urgency Ordinance extending a 45-day moratorium on the issuance of any new building permits or entitlements for new Drive-Through uses for an additional 10 months and 15 days.

WHERE:  REGULAR MEETING – Attend in-person or virtually

WHEN:    Monday, July 13, 2026, at 7 PM

WHY:       The purpose of the Public Hearing is for the City Council to review and receive public input on the proposed Interim Urgency Ordinance extension.

CEQA:     Pursuant to the California Environmental Quality Act (CEQA) Guidelines, California Code of Regulations, Title 14, Chapter 3, Section 15061(b)(3), this ordinance is statutorily exempt from CEQA, because the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The proposed urgency ordinance extension maintains the status quo and prevents changes in the environment pending the completion of a contemplated Zoning Code Amendment, and because there is no possibility that this urgency ordinance may have a significant adverse effect on the environment, its adoption is exempt from CEQA.

The City Council Agenda and project staff report will be available for viewing online and at City Hall no later than 72 hours prior to the meeting date and time.
