City Council Directs Staff to Create Food Truck Permit Program at City Parks, Approves Earth Day Celebration, Retains FIFA & Olympics Subcommittee

Food Truck Permit Program Discussion & Direction

The City Council unanimously directed staff to create a food truck permit program, specifically for City parks. The Culver City Municipal Code currently requires food truck vendors to obtain a street vendor permit, and a business license. At present, food truck vendors may not operate within 300 feet of public schools or parks.

The program will be designed to support small business development while protecting public health and safety, ensuring fairness among vendors, and maintaining compliance with City regulations.

Over the next month, Parks, Recreation & Community Services will gather community input, as well as PRCS Commission feedback. Staff will return to the City Council at the end of April or as soon as a program can be outlined.

Approves Annual Earth Day & International Walk to School Day Celebrations

The City Council approved an Earth Day celebration that promotes safe, active, and sustainable travel to school for students. It also recommended holding an International Walk to School Day in October 2026, with an effort to reduce costs for the event.

On April 22nd, the Culver City Public Works Department will host a second annual open-street event along Elenda Street adjacent to the Tri-School Campus. In 2025, City Council approved the pilot event, with a temporary street closure that supported walking and bicycling to school from designated drop-off locations and aligned with the City’s adopted mobility, sustainability, and climate action goals. The event was implemented through coordination among City departments, Walk n’ Rollers, the Culver City Police Department, CCUSD school administrators, and student volunteers.

This year’s event will take place along Elenda Street between Culver Boulevard and Farragut Drive, and along Farragut Drive between Elenda Street and Coombs Avenue. The route will serve Farragut Elementary School, Culver City Middle School, and Culver City High School from 7 AM to 9 AM and include activities focused on Earth Day education, encouraging active transportation, and bicycle safety and skills, with participation from school clubs and community organizations. The estimated costs for the Earth Day event are $14,000.

The International Walk to School Day celebration will be held in October. The location and scope of the event will be based on school interest, operational feasibility, and safety considerations.

Mayor Freddy Puza, Vice Mayor Bubba Fish, and Council Members Yasmine-Imani McMorrin and Dan O’Brien voted in favor. Council Member Albert Vera abstained from the vote.

Retains Ad Hoc 2026 FIFA World Cup & 2028 Summer Olympics Preparation Subcommittee as Appointed

The City Council approved retaining the existing Ad Hoc 2026 FIFA World Cup and 2028 Summer Olympics Preparation Subcommittee as originally appointed with the current members, Mayor Puza and Council Member O’Brien. Council Member McMorrin abstained from the vote.

City Council also directed staff to provide bi-weekly or monthly updates on preparation activities for the 2026 FIFA World Cup and 2028 Summer Olympics and to receive feedback from the full Council. Council Member Vera voted against.

Prior to the meeting, Action Item 4: discussion of the professional services agreement with Good Guard Security, Inc. for security services at City Council meetings was removed from the agenda and will be brought back for City Council consideration at a future meeting.
