Housing Choice Voucher Program Project Based Vouchers
On Monday December 02, 2024, the Culver City Housing Authority (CCHA) will release a Request for Proposals (RFP) seeking to award up- to 50 Project Based Vouchers (PBVs) to promote affordable housing opportunities for Section 8 Housing Choice Voucher (HCV) Program eligible residents in the City of Culver. The initial term of the proposed contract is 20 years. Federal regulations require the CCHA to offer the PBVs via a public and competitive solicitation.
The purpose of PBVs is to provide rental assistance to homeless, very-low and low-income households enabling them to rent decent, safe and affordable housing. The shortage of available permanent supportive housing units in the area has resulted in many of the community’s homeless, very-low and low-income residents being unable to locate affordable housing that suits their needs. This RFP seeks substantial rehabilitation or new construction development proposals that will provide up-to 50 PBVs to provide permanent supportive housing intended to serve homeless individuals and very-low and low-income households in the community.

Note: Participation in the PBV Program requires compliance with Fair Housing and Equal Opportunity Requirements, and Federal Labor Standards will apply to eligible projects.
Starting Monday, December 02, 2024, proposal documents can be obtained from the CCHA through a direct request to Tevis Barnes, Housing and Human Services Director at tevis.barnes@culvercity.org.
Interest parties may also obtain a copy of the CCHA PBV RFP starting Monday December 02, 2024, at the address listed below during the hours of Monday – Thursday from 7:30am to 5:30pm.

All proposals are to be addressed and mailed to the CCHA at the address noted above or sent via email to tevis.barnes@culvercity.org. Only proposals in response to this invitation will be accepted for consideration. Owners/Developers will be notified by letter of the acceptance or rejection of their proposals.
All proposals MUST be received no later than 4:00 P.M. on Thursday, January 09, 2025. The CCHA reserves the right to reject any or all proposals.
